Are Justice Point Heirlooms trade-able across realms?

I've heard that Honor Heirlooms cannot be traded across realms. But when I check the Justice Point ones in Org it says bound to Battle.net account. So I would presume that you could trade them, but clearing this up will help me a lot. Also, if you can trade them across realms can you tell me how to do so.
