RETURN ON INVESTMENT BEING LESS PEOPLE IN PRISONS, AND MORE PRODUCTIVE PEOPLE BRINGING IN TAX REVENUE FOR STATES A ND FEDS? OR DO YOU IGNORE THIS PROBLEM A ND APPROVE BILLIONS MORE FOR WAR WE CANNOT WIN IN MIDDLE EAST?
