My friend has really low self esteem and its really pissin me off!?

She only says those things because she's insecure and she's looking for someone to boost her confidence, although telling her she looks fine isn't going to mean much if she doesn't believe it herself. The best thing to do is offer compliments when she's not whining about her appearance-- they'll catch her by surprise and make her feel really cared-for.
