Politically speaking how does one verify the legitimacy of third party providers? 10 points!?

I'm looking to get some computer certs and have noticed a few websites offer them. Are these legitimate and how do I tell? Do employers frown on getting certified online as opposed to a prometric testing center? And what are the political ramifications of legitimate online IT certifications? ;) thanks
