I need help identifying an Army Division Patch.?

It's from my uncle's army jacket and coat from the vietnam period, but he was stationed in Germany as an MP. It has a shield shape with a white border, and a white arrow going up the middle, towards the top of the shield, wider at the bottom, and smaller as it ends. On the left of the arrow it's blue, and on the right it's red. And on each side, in the middle of the colors, there is a Fleur de Lis. I can't find what it is to save my life.
